| 1. SERVICES PERFORMED. |
The duties and purposes of the agency are to coordinate agencies or instrumentalities of the State set up to render service and benefits to returning veterans; to have charge of and implement programs and benefits authorized by statute, to assist or represent veterans or their widows, administrators, executors, guardians, or heirs in processing claims; to assist work of County Veterans Service Officers. The Department takes Power of Attorney in their own name and furnishes representation to veterans through accreditation of other veterans' organizations only for Veterans of World War I, USA, Inc., Military Order of the Purple Heart, American Legion, Vietnam Veterans of America and The Retired Enlisted Association. |
| 2. STATE BENEFITS: |
A. Licenses: Special license plates for disabled veterans with loss of use and former prisoners of war veterans (POW) are issued by the motor vehicle department upon the payment of five dollars. |
B. Tax Exemptions: Property Tax Exemptions granted to paraplegic veterans up to net assessed valuation of $10,000 and lesser exemption to other service-connected veteran (or their unremarried spouse) if veteran has over 50% service-connected disability and meets income limitation. |
C. State Veterans Home: The extended care nursing home facility at the North Dakota Veterans Home, Lisbon, North Dakota 58054, was completed October 1991. The total bed capacity is 150 (domiciliary bed capacity of 112 and special care bed capacity of 38). |
D. Loan Program: Loans to eligible resident veteran for temporary financial emergencies may be granted to honorably discharged veterans in amounts up to $5,000.00. Eight percent interest is charged. One-half of the interest is refunded if the loan is repaid in timely payments. The loan can be granted for periods of 6 to 48 months. Unremarried Widow or Widower of eligible veterans and National Guard members who meet certain active duty requirements are also eligible for a loan. |
E. Job Reinstatement: Officers and employees of the State or any of its political subdivisions have reinstatement rights relative to their former position if they apply for such position within ninety days after release from active service. |
F. Emergency Hardship Assistance Program: The purpose of this assistance is to provide monies taken from earned interest of the Veterans Post War Trust Fund to give aid and comfort to veterans that are in an emergency need of dental work, eye glasses, hearing aid_, or transportation for medical treatment and who cannot afford this type of anatomical care or transportation because of low income. |
G. Veterans Transportation System: The Veterans Transportation System is designed to aid veterans in transportation to a Veterans Hospital. Currently', there are approximately 5 vans on scheduled routes transporting veterans to Fargo, North Dakota and Miles City, Montana. County Veterans Service Officers have the schedules and routes. |
H. North Dakota Veterans Cemetery: This cemetery is located on a 35 acre tract of land in the southwest corner of Fort Abraham Lincoln State Park south of Mandan, ND. |

| 6. GENERAL INFORMATION: |
Administrative Committee on Veterans Affairs The Administrative Committee is responsible for the organization, policy, and general administration of all veterans' affairs in North Dakota. The Administrative Committee is comprised of 15 voting members, each appointed by the Governor, representing the five major veteran organizations in the state. Each year, the Governor is to appoint one member from a list of two names submitted by the following veteran organizations: American Legion, AMVETS, Disabled American Veterans, Veterans of Foreign Wars, and Vietnam Veterans of America. The Committee is also comprised of three nonvoting members who are to serve in an advisory capacity - the North Dakota Adjutant General, the Center Director of the federal Veterans Affairs, and the Executive Director Job Service North Dakota. The Governor appoints a chairman and secretary of the Administrative Committee. Administration for the Veterans Home is comprised of a seven member governing board. The chairman and secretary appoint the members, subject to approval by the full committee. These persons may be from within or outside the Administrative Committee. The Department of Veterans Affairs is governed by a subcommittee appointed by the chairman and secretary. The Governing Board selects the Administrator of the Veterans Home and sets the salary. The Administrator serves at the pleasure of the board. The Administrative Committee appoints the Commissioner of Veterans Affairs and sets the salary. The Commissioner serves at the pleasure of the board. The Commissioner also acts as Executive Secretary of the subcommittee on veterans affairs. County Veterans Service Officers North Dakota has 53 County Veterans Service Officers who work with the Department of Veterans Affairs. Training conferences are held twice a year for County Service Officers and others interested in the veterans' benefit program. The population of living veterans in North Dakota is approximately 60,000. |
